Well, it'd be crazy for them to release a handheld at this stage in the generation.
If people calling a PSP which has 20 million sales a failure, than what would they think of the new Xbox portable?
If it were to launch tomorrow (which it won't) it would have to gain 20+ million sales, with no software (if one was in development, a developer would have leaked information), and there's no way Microsoft would sell it at a loss - meaning it would be either expensive or not technically amazing (as the market that M$ tends to go for likes good technology), with no hype. Just to gain second place (and that's if the PSP sells nothing between then - which it would, because Sony would drop the price pretty much instantly after the Xbox handheld came out).

What are you talking about? The DS is the fastest selling system of all time (including home consoles). Are you talking about number of consoles sold or speed of console sold? If you are talking about number it's GBA > Gameboy > Gameboy Color > DS > PSP. If you are talking about speed of sales it's DS > GBA > Gameboy > Gameboy Color > PSP. Either way your claim makes no sense.

If I remember correctly the DS wasn't selling like hotcakes until the Lite was released. That was back when the PSP looked like it could pose a threat to Nintendo's dominance.
On the subject of an Xbox portable, I think that would be the dumbest move MS could make right now. Sony made that move after continued dominance in the console market. It was a logical step, and it seemed like they would have a good chance of making a mark which they have. Microsoft would at least have to be dominant for one generation in all territories before entertaining that idea.

Actually even pre DS Lite the DS outsold the PSP week after week. http://vgchartz.com/hwcomps.php?cons1=DS®1=All&cons2=PSP®2=All&cons3=X360®3=All&align=1 There was certainly a shift in the acceleration of DS sales after the Light came out. For a moment the PSP alomst caught up, but at this point the difference is too large for a PSP redesign to make much difference. Really the DS's domination over the PSP in hardware isn't nearly as big a deal as them outselling it 6 to 1 in software. It's true that the PSP managed to gain some ground into the handheld market, but it's software sales numbers are so dismal it's hard to call it anything but a failure. Microsoft would have an even more difficult time. The PSP was released at the same time of as the DS, thinking they would have the advantage. Now though the DS is showing so much dominance 75% of 3rd party handheld games are made on it, and the PSP is taking the last 25%. What scraps would be left for a new Microsoft handheld?
