Sure why not, lets compare a 70 millions and four years dev tim game, with, probably one year dev time and around 20 millions game... and the funny thing is that they don´t look like there is a huge gap between them...

In a recent interview with the BBC's Click program, Hideo Kojima, creator of the acclaimed Metal Gear franchise, has revealed that the first few years of development on MGS4 were "trial and error".
"We started to work on Metal Gear Solid 4 four years ago, after finishing Metal Gear Solid 3," said Kojima-san. "At that time we really didn't know what the PS3 was going to be like, so the first two years was all about experimenting, developing and trial and error."
"In the last two years, we've known what the PS3 is capable of, the specifications of it and how we can utilise it," he continued. "PS3 is a monster machine. That's why it took so much time to create Metal Gear Solid 4."
» Gears Of War Budget Only $10 Million
Gamesindustry.biz reports that Epic Games VP Mark Rein has claimed the budget for their upcoming Xbox 360 exclusive action game Gears of War is relatively low for a next-gen console title. Here is a snip:
When asked by an audience member how much GOW had cost to produce, Rein replied, "So far, around $10 million, maybe a little less. The publisher didn't pay much more than that for it... And smart developers don't go over [deadline], let's say that," he added.
It has to be pointed out that figure is for game development only and not for the game's use of Epic's Unreal Engine 3 (which of course is largely funded by third party developers and publishers who have been licensing the engine by the droves lately)

YES! Even though I was less than impressed with my Wii, as well as a lot fo the games I have played, I would love to make a game on this system. I think there is a lot to be done with it. Plus...it’s like a BILLION times cheaper to make a Wii game versus a 360 or PS3 game...which is good. Making a 40 or 50 million dollar game is cool, I love making big games don’t get me wrong, but you have soooo many more masters with their hands in the creative pot when that kind of money is getting thrown around. Hopefully when the game industry becomes more comfortable with those budget numbers things will get better. I mean, we were just getting used to 20-30 million when the next gen came around and now big games are costing double. I heard MGS4 costs 70 million. Which actually sounds ludicrous to me, but in a way it doesn’t if you factor int he MGS4 and MGS online...and the tons of cinematics and long development time...it could get up to that.
