No ... DS like domination is impossible especially if DQ9 will come out , a game that will defintaly make software sales look great ... that and Pokemon Platinum , but yeah I do believe that the PSP will manage to lead Japan hardware wise :D And that alone is a great acomplishment . I could see it easily passing the 13 million this year in Japan :)
