LocoRoco on PSP, Yoshi's story and Wii sports on Wii would be good bets imo.

All types of wii games except the m rated ones. The wii is made for people in his age.
^^^Wii Music? At 3 years old, the kid is waaaay too advanced for this game. My kid loved Space Channel 5, though. She's been trying to get me to re-buy SC5 part 2 for months now. I guess I can spare $7.
Leisure suite Larry, buy him that.
*wait for it guys, this is gonna be really funny when he buys it for his kid*
Anything'll do. Kids that age don't get frustrated as easily when they're losing, especially if you keep encouraging them.
However, to keep their interest in the game, get them games with their favourite characters in.
May I suggest a PS1, or N64, they're too young to give a damn about AA or bloom, and they have many great, cheap titles. You could get Crash Bandicoot, Rayman, Spyro, Gex, Tony Hawks, Croc, Tekken, Micro Machines, A Bugs Life, etc on the PS1. And Mario 64, Mario Kart 64, Donkey Kong 64, Banjo Kazooie, Wave Race, Pokemon Snap, etc for the N64.
When I was young the most game I played was Crash Bandicoot 3: Warped. I loved that game.
