Kefka not only has a staff he can attack with, but high level magic abilities as well. And if that isn't enough, he has the power of tons of espers. Plus, what does Sephiroth have? If need be, Kefka can call upon an entire army of soldiers with varying amounts of strength. He has airships and weapons and factories at his beck and call.

And when Sephiroth is being swallowed by the sands of Figaro, Kefka will let out his infamous and ever feared laugh. And should Sephiroth survive, Kefka will just have to chase that son of a submariner down.

Yup, I'm agreeing with everything said in here in favor of Kefka. He was a badass. Just b/c his character wasn't developed into some emo kid like Sephiroth doesn't mean that he HAS to have more to his character to be evil. He just wanted power and that's how most dictators are in the world, they get power and go on a rampage. All we ever hear about Sephiroth is how sad and bad we should feel about him cuz they experimented with him causing him to go nuts and wanting to get even. Boo-hoo, go cry me a river Sephiroth!
