So flawed, so consistent, and really deep. Not bipolar and not just a pawn like Sephiroth. Half the people on this list I don't even remember, and I've played almost all of the games they were from.

 

Bingo Sephiroth was just the biggest mommas boy ever created, Kefka on the other hand is like the ultimate villain.
