PSP video 9 is free, and to be honest, it looks like it has a simpler interface as well.

What is the best one, because I had PSP video 9, then it changed its name, and then started making much larger files than I wanted. Also, is there a way that I can make it so that it can be played on PSP, iPod touch and PS3?

I use DVD Catalyst does PSP and Ipods. I usually just convert to PSP as it is particular about what it plays. The itunes just picks them up anyway and they run well on ipods and iphone.

Personally I use xvid4PSP I don't know about how well it does encode them, but it was the only encoder I found that did subs in MKV's well. and it surports a large amount of platforms not just PSP, Ps3 and x360 aswell.
