Sounds a lot like Jess Harnell to me. Who was an announcer for a lot of Comedy Central promos as well as Captain Hero on Drawn Togeter.

Looks cool...not my type of game though.

Again, I wish developers would just make NORMAL games for the Wii...too kiddish or violence for the sake of violence doesn't appeal to me, like Manhunt or this. No More Heroes was great, but that's got a good style and story.
