You're pretty much right.  It was in development for the SNES add-on, the Nintendo Play Station.  When that went south, Square moved development to the N64, then the Playstation, which had the space for their FMV movies.

When I said casual, I meant casual based.  I don't really see any consoles that are as casual based as the consoles winning consoles after the PS.
