Naruru (94.5%)
Micronesia (91.1%)
Cook Islands (90.9%)
Tonga (90.8%)
Niue (81.7%
Samoa (80.4%)
Palau (78.4%)
Kuwait (74.2%)
United States (74.1%)
Kiribati (73.6%)

Thanks the country's population obsession with losing weight now, and the new increase in fatty-oz-people, America may now be out of the top ten entirely.

^The page that I found these numbers from was published in Feb 07, the list itself could be even older now, so there are bound to have been some changes.

All of them are from Oceania, and are very small islands.
