You really can't compare Wrpgs with Jrpgs. There also if very little information of FFXIII so there is no way to determine which will be of higher quality.

XIII isn't coming out for ages, and we don't actually know anything about it

Fable 2 looks good, and is coming out this year

They are different types of game, so it is hard to compare

Completely different games with completely different aims. Both will be good. I wont say how good because neither of them are released yet so we just don't know.
