Fire Emblem is an SRPG which is a niche genre so FE is unlikely to jump higher in sales unless the interest in SRPGs significantly increases to appeal to the mainstream


Or it's a SRPG with Final Fantasy in the name. 



A flashy-first game is awesome when it comes out. A great-first game is awesome forever.

Final Fantasy Tactics was actually obscure initially but gained popularity through word of the mouth
