Assuming at least 50 updates to go, and roughly equally split between items, assist trophies, characters, character moves, final smashes, music, stages, single player information, Pokemon and game modes, there should be minimum five of each.

So, five characters. Ness, Captain Falcon, Luigi and Jigglypuff are almost for certain because of being in the original. That doesn't leave many "slots" left and we still haven't got Falco, Young Link, Mewtwo, Mr G&W, Ganondorf, Marth, Roy or Dr. Mario in there.

I'd say that was an indication very few truly new characters will be revealed between now and NA launch in December.

I'm almost certain the ones I crossed out aren't comming back, but I'd say what it means is we aren't getting any unlockable characters, or at most a couple. That would certainly explain the missing veterans to this point as well as the relatively small amount of newcomers. If we assume maybe 40 characters in the game we will only have been given 25 or so by release, which leaves 15 unlockables. That's just about right.

I wonder how long until Sakurai stops updating the site. I think it could go past Australia/Europe's release dates. By then, I think we would be getting more updates faster. But I'm only guessing.
