The item plants a flower on your head. The more you get hit, the bigger the flower gets. The bigger the flower, the more damage per second it gives you. After a while, it falls off.
I suppose he might include that in an update this week, but all Melee players know what it is, so he may not. It is a humorous item though, and Sakurai can't pass up humor.

its going to be so fun pausing the game and checking out the background at different moments. I can't believe how much expression they have put into this game.
