PS3 will probably have to pick up a bit compared to its current sales rate to get there, at the moment it sold almost 200k/week worldwide this year, putting it at an average of 867k/month. Applying the November is 2 times a normal month and December is 4 times a normal month "rule" puts it at around 14 million/year. If PS3 continue at this pace it will just end up around 2 million short of the 30 million target. It isn't a big difference, so I guess anything could happen.
