How come they can do that for the Dreamcast but not for GC or Xbox?

They can do that for Xbox... a collection of indepedently developed games was released for it a couple of years ago.

Not necessarily. Last Hope never mad it to XBLA, but it is possible. It would probably be cheaper on XBLA too. I intend to make the Dreamcast puchase because I want to encourage more unofficial shooters for the console.

It might have to do with restrictions on how you can develop on the GC and Xbox. Since Sega no longer makes the Dreamcast, and the development kits were all PC-based, I would imagine that bringing a game to retail for the DC has many, many less barriers than Xbox or Gamecube.
Back from the dead, I'm afraid.
Just received another update on the game, here is what was said;
Dear customer,
as DUX needs more time to be finished then expected, the game will be released on the 28th September instead August this year. This release date should be more confident, given the overall progressing status of the game.

Really no big surprise as Last Hope was released over 6 months beyond it's announced date.

Very unlikely given the nature of the game, being quite indie and bordering on homebrew. Not impossible though.

There have been at least four other homebrew DC releases:
Feet of Fury (rhythm)
Inhabitants (puzzle)
Cool Herders (arcade)
Maqiupai (puzzle)

Part of the reason there is such development on the DC is that Sega did a really bad job in locking down the console ... so its security (anti-piracy) measures can be easily penetrated. People have made code to run at the beginning of CD-Rs to make them run in the machine. That is also why there was a great deal of emulation done on that console.
