It's actually nothing new. Publishers have been talking about that they would put a lot more games to VC if Nintendo would allow them. Besides, platform holders approval is usually required for releases on any platform.
Considering that VC is propably supposed to last beyond Wiis life, it's understandable that Nintendo has interest to limit the number of releases so that you will get new games on constant basis, rather that hit everything once.

WiiWare split is 35/65 Nintendo/developer, and it's assumed that VC has the same split.
