Well there's only a few things you can do when not at Knife Mastery Level 3 or CQC Mastery Level 3.
For one, choking out your opponent, as you mentioned. You can do this by holding them with R1 (You need CQC Lvl 1 to even do this), and then pressing down firmly on R1 until their stamina bar drains. You can also choke them out in a kneeling position (Hold R1 then press 'X' to crouch), or in a prone position (Once crouched, quickly let go of R1, then press and hold it again with the direction on L joystick you wish to flip them over).
There's also the standard move you can do with or without the CQC skill where you just throw them to the ground (R1 + Any direction).
Now with Knife Mastery Level 3 and CQC Level 1 equipped you can hold opponents and slit their throats by pressing 'Triangle'. With CQC Level 3 I believe you can take their weapons as well as knock them out faster.
Hope that helps, CQC can be really confusing and most of the stuff I've figured out has been trial-and-error.

Oh wow, the skills are going up in the game? I didn't even notice... In a deathmatch game, especially on Blood Bath, I find it more useful just to throw people to the ground and shoot or slice them because it's faster.
It shows you during automatchmaking. I'm stuck at level 3...
