Well I certainly think that it should not be done purely by the number of people who have the game, the difficulty of the achievements is certainly an important factor

Ill be willing to learn how you got all that info and whether it was a quick thing. Did you go through each game on MGC and record the number or was there a faster way?

Went to http://www.mygamercard.net/clboard.php?id=qfxsTIZa and scanned the drop down list for 20+ tag games and manually typed them. It took about a half-hour. Also, I missed HexicHD (thanks for mentioning) but I believe that was the only one.

Not only by the popularity of the game. That was just my thoughts for removing a game as in: out of all these games that met the popularity and achievement difficulty level, the least popular of these (or oldest) is removed.
For adding them, it should always be the most popular games plus they meet your satisfactory level of achievement difficulty you look for now.
I understand taking out old games would be a lot of work, but I'd imagine that would only be during the Sept-Dec months. You've seen how many games besides that we've done all year, what like 5 or 6 games in 8 months? That's less than a game a month but I don't really know what goes into changing them so I understand if that's too much to do.
You also said you already planned a limit on games but you don't want to take out any games, what will happen once you reach a limit? One of those has to give eventually in order to add anything new.
I don't know about Viva Piñata and if the achievements are difficult or time consuming, but I definitely don't recommend adding COD2. It only has 13 achievements and all you have to do is beat the game on Veteran to unlock them. Not difficult or time consuming IMO. There's a reason why 14 out the 27 tags in the league with the game have 1000. edit: Viva Piñata, on the other hand, has 3 out of 25 tags with 1000 and PGR3 has 0 out of 22.

I just got what you meant about keeping track of who's playing what games more now. If you look at the list enamrah made, once you pass the last 10 or so, the games are pretty much locked in at a high count and I wouldn't check those more than once every 2-3 months if I were you.
Really, what I'd do, once the list of games you want is set in stone I'd only check the player count on the last 8-10 games when I was going to add/remove a new game, you know what I mean? This is assuming you ever get to the point where you want to remove games to keep the list down which is completely up to what you feel like putting time in.

Yes, this is going to be what Im going to do. This is also in line with what erikers said, its just that I wont start the 'culling' of games now and its not a hard and fast rule of 50 games, a bit more dynamic.
But in 2 months time, when the likes of Rock Band 2, Fable 2, Fallout 3, Gears 2, Banjo K etc etc etc come out, then I ask league members not to be too disgruntled when games like Civ Rev, Ace Combat 6 etc get removed for popularity. Also very old games like Kameo may be removed in favour of newer games. As the last resort if it gets too much, Retail games will be favoured instead of XBLA games and sequels may cause me to remove the first game.
This the final list that Im going to add from my to be added list: Viva Pinata (its about time I added a game from this franchise), Ikaruga (newer XLBA game with very worthy Achievements)
I know this leaves out Splinter Cell DA, Army of Two, TMNT 1989 Arcade, N+ but I think its true that I have to start limiting the number as it will grow quite alot this holiday and I dont want to have to remove it later anyway. Hope you all understand.
None will be removed until further notice but games that are very old, lower popularity, prequels and XBLA games may be removed in favour of newer games when the time comes. All removals if necessary will be clearly noted and justified.
I just wanted to say I like the changes going in and agree that a cap (dynamic or not) would make things easier and continue to benefit newer more active members. Glad to see VP going in regardless of if I've maxed it out or not. Hopefully more will pick up the sequel so it'll replace it sometime down the line.
The league is probably the most driving thing that started me posting here more actively. The console crusader mentality turns me off of a lot of these multiplat forums.
