For me, it's a close threeway fight between Condemned: Criminal Origins, Witcher 2, and Ace Combat 6.
Condemned is one of the most masterful examples of atmosphere in all of gaming, where everything from the visuals to the sound effects to the combat and pacing come together to create this palpable mood of despair and desperation.
Witcher 2 tells a strong story alongside engaging and deep action/RPG gameplay.
Ace Combat 6 delivers the power fantasy of high speed fighter combat with style to spare. Epic large scale battles and a stellar soundtrack round out the package.
If I had to choose just one, it's probably Witcher 2, but its very tough to call as they're all great.

This gets an honourable mention as well, excellent game that really makes you feel like a badass.

Yeah Aces of Thunder keeps getting pushed further ahead.
Still planned for 2025.
For a time, I'd say Minecraft. Then Microsoft did what Microsoft does and well...

Minecraft was never a exclusive nor a game made by them
Fable for me - fun combat, moral choices, different character options and nice overall atmosphere.

It was console-exclusive to the 360 for awhile. If you wanted to play it on a console, you had to own one.

For almost 2 years, it was a 360 console exclusive.

You called down the thunder, now reap the whirlwind
