VGChartz numbers for PS1 are based on Sony Shipments to Japan which included other East Asian Countries such as South Korea

I was able to Corroborate the 19.41 million figure from this document

Page 10, 3rd column is the PS1 and in the sales section it list 1,941 (19.41 million)

This document also corroborates the rough agreeance of 2,320 for the PS2 (23.20 million, VGchartz has it at 23.18 million, which is in line with the figure commonly given throughout the internet and wikipedia also has it at 23.18)
