1.) Democrats voted for Biden and Harris. Biden decided to step down, he wasn't legally obligated/contracted to stay in the election. And they still get Harris, because you know that's how the pair works when you vote.  

2.) Democrats didn't have some kind of meeting where they all met Joe Biden and knew he was struggling. 

3.) Even if they did do that, Biden has had plenty of ups and downs, he hasn't been incapacitated for years, and it's just now coming to light. He's clearly been declining this past year in particular.
