Sucks that Rockstar is GTA/Red Dead studio. Never going to see new IPs, or old classics like Bully. Can't blame them when dents steal their parent's cc to spend on shark cards or whatever they're called.

I think it will be there, with in-engine/gameplay footage too, there is alot of evidence in favor of it imo:

  1. Outer Worlds 2 was announced at E3 2 years ago
  2. When Outer Worlds 2 was announced, Obsidian said in a post-show interview that it would be releasing sooner than some people might expect it would release considering it was announced with a CGI teaser
  3. LinkedIn profiles of Obsidian employees on the Outer Worlds 2 dev team suggest that Outer Worlds 2 had entered development even before Outer Worlds 1 released in 2019, meaning that by the summer 2023 showcase it will already have over 3.5 years of development, and 2.25 of those 3.5 years with the full size dev team after the final DLC for the first game released in March 2021.
  4. Obsidian wants to keep Outer Worlds AA instead of making it AAA like Avowed. Smaller budget, less hours of content, etc. You can make a 40-50 hour AA RPG alot faster than a AAA RPG like Avowed which has been likened to Skyrim in terms of size (Skyrim has over 150 hours of content in just the base game). While Avowed is looking to take nearly 6 years to release (mid 2018-early 2024 most likely), a smaller RPG like Outer Worlds 2 should take only about 4 years of dev time.
  5. Jez stated in 2021 that he heard Obsidian wanted to release 7 games over 7 years between 2021 and 2028. They have so far released 2 of those 7 games, Pentiment and Grounded. If they want to make that schedule of 7 games in 7 years Avowed and Outer Worlds 2 will both most likely need to be released in 2024, in order to get all of their devs teams working on new games in time to get 3 more games out by the end of 2028. Getting both of their 2 biggest in development projects out in 2024 would give those 2 teams 4 years to develop another game and get it out in 2028, while the 3rd could be a smaller game like Pentiment releasing before 2028.

There is a distinct possibility that both Avowed and Outer Worlds 2 release in 2024 honestly, Avowed in the first half of 2024 and Outer Worlds 2 in the 2nd half.
