Russia's Black Sea Fleet is being destroyed by a country without a navy and is at the mercy of Türkiye. Their Baltic Fleet is surrounded by NATO countries and basically in what could be called the "NATO Sea" now, thanks to their Ukraine shitshow they've basically made two of their fleets a non-factor, which leaves their Northern Fleet and Pacific Fleet.

Their Navy is a joke, America would wipe the floor with it, they can't even take their best ships out without having a tugboat shadow them 24/7 because of how many technical issues their ships have, their single aircraft carrier and flagship of their Navy looks like a dying dog whose owners refuse to see it's suffering and won't put it out of its misery.

They can build this, it still won't put them close to America's Navy

Another dumb ban, if Russia can use "totally not officially part of Russia's army" Wagner to cause havoc in Ukraine, Africa and even to attack fucking American troops in Syria then America can let military contractors work in Ukraine in a bloody non-combat operation. Especially when we're about to have North Koreans helping Russians (and we already have Iranians building drones to kill Ukrainians).

It's gotta be propaganda.  Carriers are a lot more complicated than the smaller ships, and the last one they made is so bad that it isn't sailing.  And yeah towards your point, you'd think that they would work on smaller things to get the more basic stuff back into place that has been lost, like the smaller landing ships and corvettes.
