You're not wrong, but realize that this is a poor country which is at war: 

1. They are focused on winning the war right now

2. They aren't going to have the nice bells and whistles that America and Canada would.

Wouldn't be surprised if America still threatens Ukraine not to use Swedish weapons on Russia or else America will stop supplying.
