Get a counter, and don't let more than a certain amount of people inside until more people leave.

Encourage off peak times for going to the market.

Close during peak times.

Avoid shopping during the statistically significant rocket barrage timings.

Shop at more local shops.

The important thing is to save more people.

You're not wrong, but realize that this is a poor country which is at war:

1. They are focused on winning the war right now

2. They aren't going to have the nice bells and whistles that America and Canada would.

For every blatant attack on civilians by Russia there should be a clear response. We should stop any illogical controls on ATACMs, SCALP or any other weapon system. International law is quite clear- Ukraine has a right to defend itself
