It was the most successful non-nintendo handheld until the PSP, I'd think that is the dominating 'discourse' on the GG's legacy. I'd go for the first second measure. Marketwise I think it did fine for the time it actually sold from '90 to '91.
@Bold - Are you talking about the Nomad? I think that one is quite comparable to the PSV itself - it was meant to play Genesis games and went for the whole "home console gaming on the go" shtick. Failed much, much more than the Vita - but in a similar way.
