After 20 years or more of they taking down this type of stuff of course it isn`t surprise.

If it was a free fangame, that was made for PC, I'm sure Nintendo would have little issue, outside of a few exceptions.
But in this case, it's being made inside another game, which in turn that game(Dreams) is monetized.So not only it is expected, but also fair in my view.

You sure about that? Streams generate revenue, popular characters attract viewers. You don't need to sell anything nowadays to make lots of money of other people's IPs.
It's probably not that Nintendo is taking it down because of directing people away from their Mario products, it's more that letting it slide sets a precedent to erode the copyright. Anyway if you keep it to yourself nothing happens, once you start promoting it online, Nintendo has to do something about it.
