LBP had a SP campaign and the concept of maker games was relatively new. The question is how much did LBP3 sell?

Are we sure Dreams doesn't have campaign? We have RPG Maker for like 20 years =p
Same game but made by different dev doesn't usually go outsell original, and even like that sold 2M.

Not a chance. They don't want games like this being the face of playstation during the year going into the next generation. Infact, I think they don't want games like this at all anymore but that's an assumption, we'll have to see. Yet, Dreams is a bit of an odd case compared to sonething like Concrete Genie in that it has the potential to market itself. The main creators already know about it and the more and better they create without being drown out by a sea of beginner creations the more the marketing blossoms itself. In fact, advertising this game to casuals early on could massively hurt it if by some small chance it happened to gain to great of success. There'd be too much junk for a small team like Mm to curate and so much would be burried. The game would be trashed to all hell en mass and we don't know what resources Mm are working with, perhaps they might not be able to support millions creating, It's gotta be harsh already housing those games with zero load times even with their none polygon tech.

You are making a very wild assumption, even though Sony gives a lot of autonomy to devs if they didn't like this type of game they wouldn't have purchased the dev nor allowed then to put a whole gen time doing it.
