Gaming PC should also have keyboard, mouse, OS and perhaps even monitor (few people use TV as monitor). You can't just forget them when you are counting the cost of gaming. It would be like buying console without controllers and cables.

But consoles don't come with HDTV's, so maybe we should count $1000 HDTV's when you buy a console....

Besides, most people keep the older monitors, keyboards, mouses for the next PC's, and more and more people are choosing to play PC on the TV nowadays.

As long as it can run the OS and save games with no hard drive, with a 10% failure rate or less.  Also it has to be guaranteed to play the latest games for at least 2 or 3 more years. 

Oh and my cousin is a little stingy, is there a model that runs a different OS that isn't as powerful but has a sub-2% (or 1%) failure rate and is insanely popular, guaranteeing many good games for years to come?  It doesn't have to play DVDs.

 Pff. Raspberries are for newbs. Put a little bit of whipped cream on your strawberries and you have a vastly superior berry experience.  I mean, raspberries can only display their taste in 1080p anyway, while us strawberry enthusiasts have been experiencing higher taste resolutions than that since 2001.

How about a > 30% failure rate?   

If your cousin wasn't stingy, I'd recommend getting a Wii.  It's about the same price but it has tons of good games and is very popular.

 You can never expect a modern console to match up to a modern, top of the line PC in hardware, ever. But why do you think Ubisoft recommend you play Assassin's Creed on a PC using a Xbox controller? Console games in general are made with the controls in mind, the exception being FPS games which are superior on a mouse and keyboard.

The point here of course is that I don't have find a console with superior controls over the PC. I would never ever say a PC is better for playing racing games, frankly controlling a car with a keyboard is probably one of the worst ways to play a racing game.

And I don't have to show you a console with Crysis like graphics, because all I have to do is point my finger at one of the great looking games on the consoles and chances are that your PC won't have the option of playing that game.

Have you ever played a PS3/360 game online? Because I find it a lot easier to go online with a game on a console than on a PC, and it is also a much better experence, but that's just me of course.

The best games? Holy crap, I think you are starting to spin out of control here. Halo 3, Uncharted: Drake's Fortune, Burnout Paradise, just to mention some of the console exclusives.

Aside from the fact that your whole post is one big fat irrelevancy:
1.  No.
2.  Not gaming related.
3.  The PSP can run emulators too. 
4.  Define "versatility".
5.  That depends on the game you're playing.  I want to talk to someone playing SM64 on a PC who thinks it is way better without an analog stick. 
6.  Consoles are catching up fast.
7.  I could make an argument about DS games if I thought you wanted a serious conversation.
8.  "Most", maybe.  "Best", well, that depends ENTIRELY on what games you prefer.  If you like PC games better, well, obviously. 
9.  Consoles kick the PC's ass at "...."
