Maybe certain parts are "done" and dont really require certain people working on it anymore, so why not put them to work on the next thing?
Like maybe the story stuff is done? why wouldnt you put that story writter to work on the next thing? just as a exsample.

That is one of the reasons DLCs release very near launch in some cases, because a good part of the team have finished their role on the game and start working on DLC (Lost Legacy was somewhat like that).

 R@D developed it, but Sony owns the IP. R@D doesn’t seem to want to do a sequel, but there’s no reason Sony can’t have someone else develop it. Bend would honestly be perfect for it, due to their history with third person action/ shorter games. 

It was more like Sony didn't like the result (sales) and didn't request sequel.

Days Gone is basically finished. There’s only polishing left so it makes perfect sense to already focus on the next project. That’s normal business in the industry towards the end of production.

Yes i understand that. But the posting suggested a brand new IP. It doesn't make much sense that Sony Bend havent completely finished one game (and which they dont yet know whether it will be a hit or failure) and instead of making a sequel or the next iteration of an older game, they make something completely new
