Outside of Playgrounds, I don't think anyone has access to the new console dev kits; if such thing exists now, it's likely reserved to just internal dev teams in both Sony and Microsoft, it's probably too early to distribute it.
At best 3rd party developers have a rough idea on the specs, which I guess it's good to start by, start making it on PC and then move it when you have the dev kits.

PS5 and XBSC will most likely be using Ryzen and Navi or Next Gen. Devs will have no problem building to a target spec. These consoles should be even easier to build for than PS4 and XBO. Once 7nm fab is going solid, they should start getting pretty solid dev kits. Should be late this year thru early next.

The lack of PlayStation first party announcements tells me that sony‘s first party studios already working on PS5 exclusives.
Which I think is a great thing because the first couple of years of this gen were straight up horrible and lack luster.

I hope this is the case, because you are absolutely right about the first couple of years of this gen.

If Sony launches PS5 with GT Sport, TLOUPII, Death Stranding, GOW2, and Horizon 2 in the first year, it should come out of the gates screaming. I think they would be insane not to pump out higher resolution and frame rate versions of some key PS4 titles to really excite people for PS5. Patching up GOW before the launch of GOW2, with full 4K/60, and higher resolution textures would be massive fan service, and very easy to do if they do indeed go with AMD again. This should be the best transition between gens we have ever seen.

Stop hate, let others live the life they were given. Everyone has their problems, and no one should have to feel ashamed for the way they were born. Be proud of who you are, encourage others to be proud of themselves. Learn, research, absorb everything around you. Nothing is meaningless, a purpose is placed on everything no matter how you perceive it. Discover how to love, and share that love with everything that you encounter. Help make existence a beautiful thing.

I expect we've seen a mixture of next-gen (Elder Scrolls 6, Starfield) and cross-generation (Halo Infinite, Cyberpunk 2077, Beyond Good & Evil 2) titles. It does seem like Western publishers and Microsoft and Sony (especially Sony) are in a holding pattern. On top of seemingly next and cross generation announcements, there've been so few surprises and so many big games are being pushed into 2019 (which is partly a result of RDR2, but I think it's also down to publishers wanting to clear the decks ready for a new generation).

If PS5 is launching late 2020 or early 2021, then game development needs to be starting now. Similarly, if the next Xbox revision is around that time, development will be ramping up. While I expect Sony will clearly go down the traditional route of offering distinctly new hardware, I suspect Microsoft will continue on a less traditional trajectory when it comes to hardware refreshes. Whereas the base model of the Xbox One might be made obsolete, I think Microsoft will try to keep One X relevant and selling as the new 'base model' Xbox; that's if these games will run on that hardware.

When Phil said that Playground is working on open world game (we all know it's Fable 4) and that they can't wait to talk about it later I presumed he meant later in the show...and I waited and waited, and they never did...it's the game I was most excited to see on E3...oh well...

well if Fable was still 3 years away, MS would not have shown it, following their trend over the last few years.

Add Death Stranding to the list.

I know at least some third party devs have PS5 dev kits, but you're going to have to take my word on it.
