I wonder why the Congress applauds? Just to be polite?
I wonder because if they agree with Macron why does the Congress act the opposite?
Or perhaps that day everyone in the Congress were Democrats and Republicans were somewhere else?

Both polite and because a lot of the congressmen agree with him over the President on some issues. They behave similar to the State of he Union addesss where each person applauds or remains silent depending on how they each feel about what's being said.
