Are they? As of this job listing, circa December 2017, it looked like they were still in development:

There are screenshots of an Unreal 4 HD Pikachu model model being worked on, which were seemingly recent as of the time of the job posting.

Of course that listing is for Creature's Inc. not Gamefreak, so it could be another Pokemon game in development for Switch, though Creatures could be helping Gamefreak since this is the first HD Pokemon game, which would mean alot of extra work, too much for a small studio like Gamefreak possibly, especially since part of the studio was busy with Sun and Moon and Ultra Sun and Moon until 2017.

1. The pictures were confirmed fake ages ago;
2. The 3D models for all Pokémon are all HD-ready, that doesn't mean they don't need reworking, depending on the artstyle, shading and other stuff they might all be changed slightly. Plus it's not like a new Gen will come with no new pokémon, there's plenty of stuff to model in a new game.
People seem to not understand the situation with Pokémon: GameFreak is a well sized development team, they had 80+ employees before going trough hiring in the past few years so it's likely the size has now reached 100 individuals, aditionally the 80+ people used to work on two projects at a time, while now we know that USUM was made by a small portion of the whole team (Ohmori did all the Trials by himself). In addition to that Creatures Inc. is often involved with development of mainline Pokémon games and, since they know the struggle of moving to HD development, it's possible even Nintendo employees are currently working on the game
