Yes you have to buy a move to use it. You can buy it and use it in the same turn, but only 1 move per vote

charmander currently doesn't know fire special. He learns it at lv7 and he's currently lv1.

Can I buy the move?

Pretty much if you see it say next move at lv7, then you can carry it up to lv 7 and not beyond that. If the move is something they currently do not have and they have 4 moves you can choose to make them learn the move and forget another one. As for Moves there are 2 types, normal moves (fire physical etc) and special moves (razor leaf). To use a move you must buy the item corresponding to the move and use it. So you buy a normal move to use (normal physical, grass physical etc) or you buy a special Move and use the attack. If its Multi hit like razor leaf you choose 2 targets similar to how you did it.
