Very few N64 games were turn based so 20FPS wasn't a good fit for the majority of it's library but it's competitor's (PS1) library on the other hand had a good portion of turn based games so 20FPS would've worked for them ...

AnvilNEXT is basically the Ass's Creed engine, I would rather Ubisoft focus all their efforts into one engine to rule them all, just like EA with Frostbite.
Then the engine can have a larger development budget and development focus.

I don't know, Ubisoft seems to have a thing for creating engines specific for series ... (probably a result of a worldwide diverse workforce so maybe outsourcing wasn't such a great idea after all with the associated management overhead) 

Assassin's Creed, Rainbow Six, For Honor and Ghost Recon are currently built using AnvilNEXT ...

Watch Dogs is made with the Disrupt engine ... 

Far Cry uses the Dunia engine ... 

The Division, Battle Kingdom, South Park and maybe Avatar are based around the Snowdrop engine

Lord knows what the next Splinter Cell game will use ... 

Also EA still hasn't been able to transition every one of their game franchises to Frostbite such as NHL and UFC ...

Doesn't matter if it is turned based.
If the entire game was a static image, then it wouldn't matter what the framerate is... But the map does a fair amount of panning, something that Digital Foundry Alluded towards.

It will happen eventually. There is financial reason to do so.

Plus Frostbite is constantly being improved upon and thus having it's development pipeline inmproved as well, it took awhile for all of Biowares games to transition to Frostbite as the tools weren't ready, but it happened.
