Doesn't matter if it is turned based.
If the entire game was a static image, then it wouldn't matter what the framerate is... But the map does a fair amount of panning, something that Digital Foundry Alluded towards.

It will happen eventually. There is financial reason to do so.
Plus Frostbite is constantly being improved upon and thus having it's development pipeline inmproved as well, it took awhile for all of Biowares games to transition to Frostbite as the tools weren't ready, but it happened.
