For my friends list, both the person and I had to be online at the same time, for it to change from Awaiting Registration to online (and later offline).

Same with me, I don't think this is a bug...you can With Anyone online, and they come online to check their friend list or With Anyone online as well, I think, that's how I registered my friend. :D
