I get where you are coming from, but I disagree with the assessment. Football in England has much higher average attendance and teams are much better off financially on every tier. Besides, there are 11 - 22 tiers on England's football league, whether on Brazil there are 4 on the national level and 1 - 4 on the states, and these are way below their English equivalents, below 11th tier for most of the smaller states' premier (or only) leagues.

Yet Brasil has more "at least good" teams than England, and those teams, with even way less money and giving away their best players to Europe and still beat them on club world cups, Sao Paulo did it in 2005 (Liverpool) and Corinthians in 2012 (Chelsea).

Maybe there is more to it than being good. Sometimes players, even though they aren't the best, are very passionate about their teams and goals, perhaps more than those playing for a lot of money. Argentinian teams particularly are very known for that. That's what I think anyway, I don't pretend to be an expert on the subject haha. Tournaments are often more balanced and less predictable than those in Europe, so that's cool.
