What the statement meant was in regards to userbases, PS4 has like 5m in Japan to the 24m or so to the 3DS so the statement was in regards to the performance with in the userbases of both platforms.
Much better digital sales then I expected for 2 days, should have a strong followup month too.

With digital sales ( 2days) counting retail (citing Famitsu numbers)
= 3,025,496 (3DS + PS4) 4 millon plus is possible and it will depend on 3DS sales and legs.
3DS - 1.600.298 + 62,939 = 1,663,237
PS4 - 1.249.077 + 113,182 = 1,362,257
For 3DS 2m is possible with digital sales for the whole month could be closer than 1.8 M
PS4 1.5M is in the bag we still don't know the digital sales for the whole month so most likely it's closer than 1.5m or it's 1.5m now.
I guess 2.5 million is possible for 3DS and 2.8m will be a stretch and unlikely.
As for PS4 2 million is possible. It will be a long stretch but doable.
