Given the statement it was a fair assumption to make. It either meant that or the PS4 version had the higher revenue, although the wording definitely sounded more like units sold rather than revenue generated. At least we do know for sure that the PS4 version did take the greater revenue though, so now we do know what they meant.

What the statement meant was in regards to userbases, PS4 has like 5m in Japan to the 24m or so to the 3DS so the statement was in regards to the performance with in the userbases of both platforms.
