I'd take the promotion. Sounds like a good step up. 60 minutes is still perfectly doable, though I guess it does depend on your mode of transportation.
When I was lucky it'd be 45, but on a normal day my commute to university was around 60 minutes, taking metro and train and walking for a bit. I never experienced that as a bad thing. Now my commute is 0 but that's not by choice if you get what I mean... 
20 minutes, I cannot imagine spending two hours (hour there, hour back) every day commuting like many people I know.
