Most Linux distros are very viable options.

I've had good success with using that on both a HDD and an SD card which a camera decided to format, was able to recover almost all of the data in both cases. I'd vouch for it!

Tha5 wouldn't work either but I sorta found a fix. I just have to wait like 8 minutes after I turn it on and it starts working like normal.
