Pretty sure Sega, Ubisoft & 2k/Rockstar all charge full price for their new Steam releases.
Never heard of kinguin before, but they look a lot like a key reseller, so pretty similar to a used games store. And well despite used games being available for lower prices that hasn't stopped physical games from selling at full price.
And I personally have before and will again pay the full price of £40 (standard full price for a game in the UK) for new PC games that I want, just like I would for console games. Won't pay the £50 that Civilization V is listed for, but still.

In store they do, but I don't really think people pay full price for digital. They either go to Kinguin or wait for a steam sale. Regular prices on the steam store are just there to make you poop your pants when it goes on sale. People see the regular price tag of $60 and impulse buy the game on sale at $30. Then they don't play said game until months or years later. The problem with Nintendo on steam is that I don't think they would be game for this pricing model. After all, how often do Nintendo games go on sale in regular stores? Almost never, that's how often. You might get a small list of Nintendo selects three years after release, but that's it. This is why so many Nintendo games hold their price years, and even decades down the road.
