In the first area, velen/novigrad, you can get most of the starter pieces for each set except for one set I think.

As you gain access to new areas, you'll be able to get the plans for the better versions for each set but you'll need the old pieces of the set to make the better ones so don't throw any witcher gear pieces once you switch out of them.

The order that you find the plans and the stats on the gear kinda forces you to switch to the new stuff that you find even though it might not be the set you want to use. It does that to give you a taste of each set I guess. Eventually you should stick to one set even though you find better versions.

I've not made it to Novigrad yet, still in Velen, and it seems the only thing I can get here is the silver sword. Also I'm only level eight at the moment, so still a ways off before I can even use any of it lol.

It's been a while since I played it. Most of the early plans you can get if you're willing to go into higher level parts of velen/novigrad. Novigrad is part of velen btw. It's just a matter of getting past the bridges.
