Technically yes (although the Vice President and the Cabinet can also do that) but Congress is unlikely to begin proceedings since it's their party.  However, Mueller is a man who is respected by both sides.  If he reccomends impeachment, then it would be hard for congress to justify not impeaching.

I don't see him getting impeached either way.

I wonder if it will be presented in the same fashion as Maddow did with the tax returns. Alot of buildup with a big nothingburger at the end.
