Aren't kojima and GG still developing that engine besides Second son still looks amazing so I think the infamous engine is fine.

The Infamous engine is great, I agree, but the Decima engine has a procedural generation element and I would imagine that would help attain higher detail and density while using a smaller memory footprint. That probably goes a long way in helping Horizon look as detailed as UC4 while still being fully open world. We DO know Sony share their tech internally so even though SP might not use the whole tech, perhaps they share some of it.

Game's going to flop if that's the real name. Hopefully, like Dead Don't Ride becoming Days Gone last year, the title ends up being something else.
