by sales = gta4, when counting both consoles.
by quality = mgs4.

I'm betting people are generally disappointed in gta4. Much like Halo3. I don't know a single person who thinks halo3 was > cod4 or gears.

GTA4 Will sell more even with MGS4 being Bundled. Rating like most here I think will go to MSG4.

But non of this really matters as anyone who can get both, will (I have both of mine already Pre-ordered).
