I think so. Anyways Microsoft has the assets, they should be able to make the game since the assets are the most expensive part of a game.

It's not as simple as that. You might have the assets, but you still need to develop the game and then market it. Uncharted 2 cost the same as the original to make, becuase the team expanded the scope of the game, which is generally what you try to do with each new iteration.
Also, it's not as simple as throwing a new team at a franchise. There's plenty of examples, look at 343, a blank check and drawing talent from different companies does not mean you can just re-create what Bungie did.
Rare had 150 people working on Kinect Sports Rivals in 2014. They're linkedin profile lists them as a 50-200 person company. They're likely a significantly bigger studio than Lionhead were.
