The issue I have with that is - I/We are not the judges of what is a forum violation.
I typically report something because I think it may violate the a rule but I'm not sure. So if nothing happens I assume it wasn't violating one.
Plus what happens when something violates a rule - but not the rule you think?

The forum rules should give a pretty good guideline of what is and isn't worth reporting.
We're not saying that you have to be 100% sure something is a moderation before you could report it. If that were the case, then you could just moderate the posts yourself, and we could cut out the middle man. But, at the same time there should be some kind of rational basis. If you're reporting a comment that's kind of borderline, that's fine. If you're reporting a comment where there's no apparent reason, or simply as an excuse to complain that someone said something you don't like (even though it's not a violation) that's problematic.
Also, explaining why a post is a violation gives us context. If there is a comment that is marked as "trolling" but it doesn't seem like trolling at first glance, we can look through the previous posts to figure out why it may be trolling in that context. On the other hand, if you don't give us anything to go on, and we don't see anything that immediately seems like a violation, we're probably not going to go hunting for a reason with no idea what we're looking for.
If something is reported we'll generally look at the post, and if something jumps out at us that's not the stated reason for moderation, we'll still take action. It's not like if you say something is flaming and it's actually trolling we're just going to ignore it.
