MS cant do that. Why? because of timeing. PS4pro is the same gen as the normal PS4, and its not that much weaker than the scorpio. Get the ""new gen xbox" same as old gen PS4", that is how the masses will react to it. Also Playstation 5 wont be that long aways out, and it ll without a doubt spank the scorpio in terms of specs. Scorpio would have to be a short lived console then, if they again planed to soon replace it, with something that can compete against the playstation 5. Stuff like that burns consumers, and brand trust.

MS will have no more need to "replace" Xbone with Scorpio than Sony did with PS4 and Pro.
AKA it will supplement it, to optimally target market with both budget and performance options.
Scorpio clearly IS a new gen platform by hardware, totally new CPU/memory architecture, unlike the Pro which was upclocked PS4.
(if you aren't convinced by comparison with PS4/Pro, the actual basis for MS fans is Xbone to which it will be dramatic improvement)
MS is making these changes with aim to be easily upgraded ala Pro in the future,
whereas half-gen style upclock of current Xbone would be tying them to their mistakes and would not be viable to further upgrade.
But technical details matter largely for the developers, most consumers will perceive XB/PS brands as contiguous with hi/lo spec models.
Maybe we should be more specific with hypothetical time lines here... When might MS release a higher-spec upgrade to Scorpio?
I would say as early as 2 years later is viable, a new fab node should be viable by then, and Sony may be releasing PS5 then.
(where they will continue to sell PS4 Pros and even w/o full compatability we will see x-gen releases to leverage PS4/Pro market)
Matching the PS5 release date with upgrade has a certain logic, or they could drop prices and wait a year for upgraded console.
If the new model is fully cross-compatable with Scorpio like Pro is with PS4, then it doesn't disrupt MS's platform,
and could make sense to do alongside dropping Xbone production, essentially keeping two models in production at all times.
